If you have to go somewhere other than the nexus for your mods you can also use bethesda.net, a site for free mods available from the game menu. This mod will give you restriction on equipping armor and weapon based on the skill you have. If you don't have the skill requirement, you will still be able to equip the armor/weapon, but there will be a debuff given to you. Weapon Debuff: The weapon attack will be reduced 20%. Light armor debuff: you will get 15% more damage taken.

Because I searched in the Workshop for the game but when I try to subscribe to a mod its not downloading, maybe because its not for the special.
